 Generally speaking, Libra seeks balance in any kind of relationship. It should be mutual, with equal commitment and equal feelings. It may seem utopian, but Libra happens to achieve it, by holding on to the goal and finding the solutions to realise it.

 Libra's love is devoted and faithful, but also somewhat calculated. It is a kind of contract, in which the partner must respect every clause, or the agreement will be cancelled. That is particularly difficult because Libra takes most of these rules for granted and refuses to express them clearly, until they are broken.

 Libra wants a relationship with fixed structure and routines. Some find it boring, others feel it is reassuring. In either case, Libra is committed to a life partner, as long as they agree on what that life should be like.

 Libra, the conscience of the Zodiac, belongs to the air element, which is the element of thought and reasoning. So are Gemini and Aquarius, but that doesn't necessarily mean that Libra is particularly compatible with them; they must come to an agreement and feel a mutual appreciation for that.

 Nor is Libra always incompatible with, say, earth signs like Taurus, Virgo and Capricorn, although they are quite different. Actually, differences are important in a relationship. If there aren't any, you will both get bored with each other very quickly.

 This is most evident when comparing astrological, cardinal, fixed and mutable qualities. Each sign of the Zodiac has one of these qualities.

 Libra in cardinal, which means to lead, even with severity. That does not mix well with other cardinal signs in a relationship. Cardinal are Aries, Cancer and Capricorn. None of them are compatible with Libra, as there will be a leadership rivalry. Two strong wills often clash.

 Libra is much more compatible with the mutable signs. They are Gemini, Virgo, Sagittarius and Pisces. Such a relationship, with a leader and a follower, is mostly fluid. But, of course, there can be other problems. For example, the loyalty and commitment demanded by Libra is something at which mutable signs do not excel.

 With fixed or slow to change signs, things can get complicated with Libra if the two of you don't agree on most things from the start. Otherwise, the two will sooner or later find they are incompatible. A decisive factor is whether the other does not agree with Libra's moral principles. The fixed signs are Taurus, Leo, Scorpio and Aquarius.
